John Kowal was born in Ituna, Saskatchewan in 1922 and received a BSA (Agricultural Economics) in 1950. After graduation he returned to his native Canadian Prairies where he joined the Public Service of Canada from 1950-1981, when he retired at the age of 59.

His service included a two-year stay with the then Department of Trade and Commerce, Canadian Government Elevators (Grain Storage and Marketing) in Calgary. He was transferred to the then Department of Agriculture in 1952, General Services Division dealing with inspection of agricultural products in the retail marketplace. Postings included Regina, Saskatoon and Vancouver. A highlight of Mr Kowal’s service was a posting to London, England, in 1966-69, representing the Department of Agriculture. Duties included cargo inspection of Canadian agricultural products arriving at British and Irish ports, as well as monitoring quality of Canadian produce in the marketplace.

Mr Kowal and wife Anne reside in Richmond, BC, and enjoy travelling, golfing, reading, playing bridge and attending theatre.
